SVEIKATOS DRAUDIMO NAUJOVĖS

Nuo 2009 m. sausio 1 d. įsigaliojo Sveikatos draudimo įstatymo naujos Privalomojo sveikatos draudimo nuostatos:
- jei žmogus nėra apdraustas ar apsidraudęs privalomuoju sveikatos draudimu, už medicinos paslaugas (išskyrus būtinąją medicinos pagalbą) turi mokėti pats pagal nustatytus bazinius paslaugų įkainius;
- jei žmogus yra apdraustas, t.y. už asmenį, kuriam yra mokamas darbo užmokestis, privalomasis sveikatos draudimas įsigalioja nuo tos dienos, kurią už juos buvo pradėtos mokėti arba jie patys pradėjo mokėti privalomojo sveikatos draudimo įmokas;
- jei žmogus gauna autorinį atlyginimą (sporto veiklos, atlikėjų pajamos), vykdo individualią veiklą, ūkinių bendrijų narių, individualių įmonių savininkų, asmenų, besidraudžiančių savarankiškai, ūkininkų bei asmenų, gaunančių kitas gyventojų pajamų mokesčiu apmokestinamąsias pajamas, privalomasis sveikatos draudimas įsigalioja po 3 mėnesių nuo tos dienos, kai 3 mėnesius iš eilės už juos buvo mokamos arba jie patys mokėjo privalomojo sveikatos draudimo įmokas, arba nuo tos dienos, kai šie asmenys sumoka 3 minimalių mėnesinių algų dydžio sveikatos draudimo įmoką;
- jei žmogus, netekęs darbo, yra darbingo amžiaus ir užsiregistravo gyvenamosios vietos darbo biržoje dėl naujo darbo paieškos, yra valstybė draudžiami privalomuoju sveikatos draudimu.

Užsiregistravę darbo biržoje jie turėtų atvykti į teritorinę ligonių kasą arba pas jos atstovą savivaldybėje turėdami asmens tapatybės kortelę arba pasą bei dokumentus iš darbo biržos (pažymą bei atmintinę). Jo draustumą patvirtinantys asmens duomenys bus įtraukti į informacinės sistemos duomenų bazę, kuria naudojasi visos gydymo įstaigos, ir tokiam gyventojui susirgus problemų dėl gydymo paslaugų, apmokamų iš Privalomojo sveikatos draudimo fondo (PSDF) biudžeto.

Valstybė privalomuoju sveikatos draudimu taip pat draudžia asmenys, gaunantys Lietuvos Respublikos įstatymų nustatytą bet kurios rūšies pensiją, taip pat turinčius būtinąjį stažą valstybinei socialinio draudimo senatvės pensijai gauti, neįgaliuosius, nėštumo ir gimdymo atostogas turinčias moteris bei nedirbančias moteris jų nėštumo laikotarpiu 70 dienų iki gimdymo ir 56 dienas po gimdymo, vaikus iki 18 metų, bendrojo lavinimo, profesinių, aukštesniųjų ir aukštųjų mokyklų dieninių skyrių moksleivius, studentus ir kitus asmenis, išvardytus Sveikatos draudimo įstatymo 6 str. 4 dalyje.

Asmenų, kurie gauna autorinius atlyginimus, sporto veiklos, atlikėjų pajamas, vykdo individualią veiklą, ūkinių bendrijų narių, individualių įmonių savininkų, asmenų, besidraudžiančių savarankiškai, ūkininkų bei asmenų, gaunančių kitas gyventojų pajamų mokesčiu apmokestinamąsias pajamas, privalomasis sveikatos draudimas įsigalioja po 3 mėnesių nuo tos dienos, kai 3 mėnesius iš eilės už juos buvo mokamos arba jie patys mokėjo privalomojo sveikatos draudimo įmokas, arba nuo tos dienos, kai šie asmenys sumoka 3 minimalių mėnesinių algų dydžio sveikatos draudimo įmoką.
