Europos sveikatos draudimo kortelė pradėta naudoti 2004 m. Jos naudotojų skaičius nuolat auga: 2008 m. pabaigoje ją turėjo 180 657 281 europietis, ir tai sudaro 35,7% 31 šalies, kur ji išduodama ir galioja, gyventojų. Apie kortelę žino vis daugiau europiečių ir sveikatos priežiūros paslaugų teikėjų.

EHIC žymi turėtojo teisę gauti būtinąsias sveikatos priežiūros paslaugas (gydytojo, vaistinės, ligoninės ar sveikatos priežiūros centro) tokiomis pat sąlygomis, kokiomis jas gauna lankomos šalies gyventojai. EHIC turėtojas, kuris savo kortelę pamiršo ar neturi jos su savimi paslaugos suteikimo metu, gali kreiptis į savo sveikatos draudimo įstaigą ir paprašyti laikinosios pažymos. Faksu atsiunčiama laikinoji pažyma turi tokią pat galią, kaip ir EHIC, ir suteikia galimybę pacientui gauti paslaugas tokiomis pat sąlygomis kaip ir vietiniai gyventojai.
